Tests, surveys, and questionnaires are needed not only in schools or universities — they are actively used by HR specialists, course teachers, trainers, volunteers, and researchers. But not everyone wants to use online services — especially when confidentiality, offline access, or the ability to save results locally are important. You are probably here because you need programs for creating tests and questionnaires: free and local solutions.

In our review we will talk about this very topic. Here we will also discuss free and local (desktop) programs with which you can create tests, questionnaires and surveys without an Internet connection. All of them are suitable for Windows and do not require complex configuration.
When you need a local program, not an online service
- You are testing in an offline environment (e.g. at school, at a corporate event, at a camp);
- Your audience does not have constant access to the Internet;
- You are working with sensitive data and do not want to transfer it to external servers;
- You need a single file with the results to save or print it later.
1. QuizFaber — a simple test designer for PC
QuizFaber — a free program for Windows that allows you to create quizzes and tests with several types of tasks: single choice, multiple choice, text entry, etc. Exported as a local HTML file – can be opened in a browser without the Internet.

- Interface in English and Italian;
- Support for timer, feedback, results;
- You can save the results of the passage to a file.
Example:
A biology teacher creates a 15-question test with automatic checking. Then he transfers the HTML file to school PCs — students take the test without an internet connection, and the teacher collects the results on a flash drive.
2. EasyQuizzy — tests in the form of an EXE file
EasyQuizzy is a program with a Russian interface and the ability to export tests to a standalone executable file. A great option if you want to give participants a test that starts in 1 click.

- There is a free version with basic functionality;
- Support for passwords, timers, point system;
- Automatic saving of answers and results.
Example:
The company conducts an internal knowledge test of employees. HR prepares a test in EasyQuizzy, saves it as .exe and sends it to colleagues. After passing, the results are automatically sent to the specified file.

3. eXeLearning — a powerful tool with SCORM export
eXeLearning — free software for creating educational materials, including tests and questionnaires. Allows you to add text, video, images, multiple choice questions, input fields.

- Works on Windows, macOS and Linux;
- Supports export to SCORM (suitable for Moodle);
- The interface is not the simplest, but there are more options, than in QuizFaber.
Example:
The course methodologist creates a whole module with theory, examples and tests in eXeLearning, and then uploads a SCORM package for LMS. But you can also use it offline, just as a local HTML course.
4. LimeSurvey (local server)
LimeSurvey is a powerful system for conducting questionnaires and sociological surveys. Although it works mostly over the Internet, you can install it on a local server or localhost using XAMPP.
- Support for question logic, anonymity, results export;
- Role separation (administrator, participant);
- Open source code, adaptable to your tasks.
And if you want something simpler?
If you are not sure that you can handle the programs, try:
- Google Forms – not local, but very simple;
- LibreOffice Impress + Hyperlinks — create surveys directly in the presentation;
- MS Word + macros — you can create clickable forms directly in the document.

If you need it fast and easy, start with EasyQuizzy or QuizFaber. If you plan to integrate tests into the learning system, try eXeLearning. And for sociologists and teachers with experience, LimeSurvey on a local server will give you maximum flexibility.
